Lack of affordable housing combined with a high cost of living perpetuate a vicious cycle of crime, drug activity, fear and despair. Another, more frightening by product is the fact that the infant mortality rate has increased dramatically to 1 in 100 and as high as 1 in 26 in some urban communities. “THE OTHER CONNECTICUT brings these nameless faces into focus.
