This process involved a third party contacting government authorities to negotiate deals, thus providing the incarcerated individual with information to leverage for reduced sentences. This bizarre option, Ross claimed, was attractive to people who enjoyed “cleaning the streets” and even becoming informants after failing to qualify as DEA agents. Though Ross couldn’t afford the service and didn’t personally know anyone who used it, he confirmed the company existed with real pamphlets circulated in prisons.
