Rose came to terms with a taxation issue where he underpaid the IRS by 3%, leading to a fine of $366,000, 1,000 hours of community service, and five months in prison, despite having paid $2.2 million in taxes during the year in question. His penalty was attributed to additional unpaid taxes relating to earnings from memorabilia sales and horse race winnings. Subsequently, the Hall of Fame altered rules to exclude ineligible individuals, specifically affecting Rose due to his misconduct. Now, almost 30 years later, Rose feels the decision to exclude him from the Hall of Fame is unjust, particularly given a lack of evidence suggesting any harm caused to the sport. Despite his efforts to petition for entry, Rose remains excluded, a decision upheld by successive commissioners.
